What Causes Small Bumps On The Breast?

I get small semi-flat bumps on my chest/breast every now and then. They don't feel like bites and I am able to pop them like normal pimples. However I do have a problem with picking my scabs. And when i do, the small bumps turn into large round scabs that never heal. No matter how much i try to wash the area, put any type of medication on it and bandage it up, they still don't heal. And they get huge, i mean almost the size of a quarter. Some of them have healed over the years but they've turned into keloids. I have 4 open sores on my breast right now. 2 of which are on my left breast and they have not healed. The other 2 on my right breast are halfway healed but still tend to open up whenever i take a shower. This type of thing has been happening to me pretty much my entire life. Not only do i have a problem with open sores on my breast, i have a problem with scars on my body that just wont go away. I'm covered in black dots and can't wear anything other than long sleeve or turtleneck shirts, what can I do to make these go away?
