What Causes Small Bumps On The Penis Head?

So i dont have medical insurance to scheduale an appt.... im 22 and sexually active.. i have some bumps about an inch above th top of my penis. There are no lesions bumps or anything else on my penis any where... like i said just above it. they started as almost a pink skin color but now almost appear to be white. There is approx 4 to 6 of them clustered and they also some what itch.. Ive been tested in the past and came up clean but i am like freakin out!!!! i dont think and hope its not herpes because from most of what ive researched it seems that herpes tend to show up ON the actual genitalia.... But none the less im about to have a damn heart attack. PLEASE HELP!!!
