What Causes Small Inflamed Area On The Rectum?

Do hernia s itch? I have a small inflamed area on my rectum. It just started itching to no relief, and when I examined myself I found a bulb-like inflammation that seemed to be the source. Could it just be inflammation from some sort of irritant, or might it be the beginning stage of a hernia/prolapse?
