What Causes Small, Raised Bumps Around Finger And Elbow?

I have small, slightly raised bumps sprinled around on the sides and tops of my fingers, elbow and bottom. They itch and hurt when scratched.

If popped, a clear liquid comes out. What ciould this be and waht is the cause? I haven't had it happen in a a couple of years.
