What Causes Small Red Bumps On The Vagina?

I have little red bumps on my vaginal lips that are sometimes itchy and sometimes not. There are only a few with no white heads, no puss and I have no vaginal discharge. I was recently checked for STD's and was negative. I have not been sexually active since then. What are the bumps?
