What Causes Small Red Spots On The Arms And Chest?

My fiance has some red spots on his arms and chest. I looked, and I have some also. Some are a blood-red color, others look like pin pricks. We searched online, and found tons of things, including something having to do with HIV/AIDS. He had unprotected sex almost 2 years ago with another female. What are the chances that it is HIV? Would the symptoms be developing already?
