What Causes Small Swelling On Lower Lip?

i have a little small swollen on my lower lip, i feel it and se it all year long but for no reason it get active like itchy or more swollen for a day then it goes back . this been going on for a while like 2-3 years and it doesnt look like cold sore or bumb or pimple more like a small insect bite what is it?
