What Causes Soft Lump Above Ankle?

About two inches above my ankle slightly left of the tibia there is a small lump that is soft and movable back and forth when touched. What could that be? I have a blood clotting disorder and I always get nervous it s a blood clot. But it hasn t changed shape or size. And it doesn t cause any pain.
