What Causes Soft Tissue Discharge From The Nose?

I have had two instances of soft tissue discharge from my nose coming down to throat. They appeared like balls of tiny veins all wrapped together, off white color. It is not mucous. I have a slight cough before it comes down. What could this be? I have had sinus problems for years, and now have a pulsating tinnitus in the left ear, very loud.
