What Causes Sore Penile Shaft After Using Hydrocortisone Cream?

I noticed some small bumps on the glans of my penis so I thought I would try to see if 1% hydrocortisone cream would help make them disappear. I used it sparingly for two days, and after noticed the shaft got very sore, it hurt when I urinated and after erections. Could this have been caused by the cream or is it relatively safe to use on the penis?
