What Causes Sore Shoulders And Rash That Resembles Eczema?

My mom is complaining of sore shoulders and has a rash that resembles eczema on her back in a couple spots and across her breast and side under her arm. Doesn't look like shingles . She said it feels like something has been rubbing against her skin and it is tender.. No fever at all . Any thoughts?
