What Causes Spot On Arm?

I have a spot on my arm and would like to find out what it is? It is a raised what once looked like a pimple. Not quite a dime size and the outer ring is blue/purplish and the the inner is pinkish/red. It doesn't hurt just looks awful. Its hard and looks like it is under the skin. Can you help, please?
