What Causes Spots Around The Chin?

Hi I am a 30 year old woman who keeps getting "spots" around my chin area. I say "spots" as they never get heads and have nothing in them but they are big and hard and take forever to go away and when they do the next one comes up. I presume it is a hormone thing but non of the spot clearing creams or washes helps me at all.
