What Causes Spots At The Base Of The Penis?

i have these spots that appeared at the base of my penis a few months back roughly around 8 or so months i believe. i am married and have only had sex with 3 people total in my life. and all 3 girls have been clean. me and my wife dont know what they are. i am in the army and currently deployed but i got these spots shortly before i deployed and i had only been with my wife for over 8months before these spots just showed up one day. can you help me figure out what they are.
