What Causes Spots In The Chest And Stomach?

I have red spots that appear on my chest and stomach from time to time. Often times they will have an extremely tiny head on them. They will go away on their own and will come back at different times. They do not really itch. I have had this for several years. Often times there are 3-6 spots and at other times, like today, there are in excess of 20 spots. It does not seem to be a rash or hives. It is just little spots.
