What Causes Spots,tenderness And Pain In Thighs And Ankles?

My husband has pain in both his thighs going up to his groin and down to his ankles he has several spots that feel extremely tender. he had a tear in one of his knees awhile ago they did an mri but that has healed and he had no arthritis when he got the xrays and not any suggestions what could be causing this.
