What Causes Spreading Bruise On My Penis?

after taking my lil boy swimming, about two hours after, he stated that his wewe hurt. we looked at it and it kinda looked like poison ivy,but it dont itch. today it looks like it might be spreading from the tip down the bottom side. and at times looks to be bleeding.
