What Causes Sticky Liquid Discharge From Penis?

Good Morning Doctors, my name is Joseph Anthony, I have this problem, my penis is produces, colorless sticky liquid, i know its called precum when your aroused, but for me its different, even though i am not aroused, my penis still produces that sticky liquid, is there any problem with me?? please help me with my problem thanks and more power..
