What Causes Swelling In Ankle And Foot After A Cerebral Hemorrhage Stroke?

I m 56 years old and suffered a cerebral hemorrhage stroke in November 18 2014 it affected my right side. I am having lots of swelling on my right ankle and foot. How or what steps should I follow to keep the swelling down? I have no movement in my toes and ankle. My wife massages it nightly and I keep it elevated at night, every morning as soon as I start walking it starts swelling.
