What Causes Swelling In Feet With Shortness Of Breath In A Congestive Heart Failure Person?

My mother has congestive heart failure and I just got her out of the hospital but can t seem to get the swelling out of her feet. The left one is swollen more than the right. She is so short of breath just doing nothing and they released her from the hospital in this way. What do you suggest I do?
