What Causes Swelling In Neck Along With Difficulty In Breathing And Swallowing?

I always have swelling in my neck it gets difficult for me to breath and swallow I. I have been on a steroid ant least 4 or 5 times a year Medrol which helps me . I have had blood test but doesn't show that I have a thyroid problem . This has been going on 15 years . At one point I was taking steroids every single day for 2 years . I don't know what is causing this I was told that I might of had ibs but I don't think so . I have copd which makes it more difficult . I've also had one gland removes which was a saliva gland because it more or less ruptured I think and I still do not have a diagnosis . Do you have any clues to what I could do to help myself?
