What Causes Swelling In Wrist Of An Infant?

AMy 19 month old ran a slight fever last nite and into the early morning. She has sweated a lot all nite and still today. She just woke up from a nap and her little wrists look swollen but not tight? What could this be or perhaps they are not swollen? She was a chubby baby and they have looked like they had rubber bands on them due to chubbyness
