What Causes Swelling Of Scrotum?

HI, I have had swelling on the scrotum now for 3 weeks. MY general practioner and urologist seem to think it is cellulitis. BUt the swelling is still pronounced and still difficult to walk or work. NOthing hurts or painful when in use other then the swelling. ANy other conditions that it might be?
