What Causes Swelling Under Foreskin?

hello, im having some symptms I can not locate.. I have a swollen area under m foreskin.. it is parallel with the foreskin but feels almost solid to the touch. it looks like a vein but is bumpy in some sections. it has spread slowly but has not surfaced.. it is barely tender to the touch but stings slightly when erect
