What Causes Swelling Under Penile Shaft?

There s this swollen or clogged looking vessel at the base of my shaft. the reason I say this is cause the swelling starts skinny like its running off a small vessel and increases in size up to a point where it stops n looks like its clogged. No pain, itch, problems urinating, or blood. Not sure what to think. Its not getting any bigger or smaller either
