What Causes Swelling Under Penis Skin And Peeling?

I am a 60 year old male. I haven't had sex in 2 years. A few days ago the skin under the head of my penis begin to swell and feel irritated. I put neopsopin on it but now thin patches of skin have peeled off and it is reddish looking. What happened?
