What Causes Swollen And Itchy Scrotum?

I walked for about an hour with my wife and came back and had a shower. During the shower my scrotum and the area between my groin and thighs became very itchy and I scratched it hard.
One hour later, I felt that my testicles are becoming enlarged / swollen. I wnt to be but after two hours I walked up only to see that my scrotum is three times its normal size and that the swell has moced to cover the shaft of my penis. There is no pain but it is very difficult to pee as I am not circumsized and the swell has covered most of my penis.
