What Causes Swollen Ankle And Itchiness In The Lower Part Of Body?

My mother is having a terrible itching in her lower part of the body with swollen ankle, tried lot of doctors but all in vain. Itching is so much that she has develpoed wounds in several parts of her lower portion. The problem is now unbearable now and nothing seems to work out. Her ankles are still swollen. She is now using HISTOCALAMINE lotion and taking CETZINE tablets thrice but these stuffs doesn`t seems to work out at all. Kindly advise.
