What Causes Swollen Eyelids And Itch On Thighs?

(african british female age 16 177cm 57kg and sporty)my eyelids are always swollen and during the day they go down, but never all the way,this has been happening continuosly for over a year and 4 months ago i got dark itchy rashes on the inner part of my left thight and no cream has worked to stop these rashes i was wondering if this is a bed bug bite (have had numeurous hospital visit and nothing have been found but the fact that i'm slightly anaemic)?
