What Causes Swollen, Red And Painful Toe?

My fourth toe is red, swollen, and slightly painful. I had an X-ray of it that showed nothing. My doctor advised me to take ibuprofen 2-3 times a day for 5 days. I have completed 3 days with no improvement. Could it be mortons neuroma? Do I need a cortisone shot?
