What Causes Swollen Small White Rings?

I have these small white rings on me sometimes and they swell. people keep telling me its ringworm but my doctor says other wise. I itch, then these purple splotches appear, then i get the white rings. they go away when i take tylanol and soak in hot water sometimes but not always.
