What Causes Swollen Upper Eyelid?

I have swelling in the upper eyelid - left has more pronounced swelling that the right. The swelling is in the upper eyelid corner of my eye - (nasal side). It is not may actual eyelid - it is the upper corner skin that is between my eyelid and my eyebrow. The swelling is so pronounced that it almost hangs over my eyelid...and it is impossible to put on makeup there anymore - it is also red and inflamed. The doctor thinks it is an allergic reaction but the swelling is NOT reduced by icepacks, antihistamines, etc. Any idea of what it is? I ve had this since November 2014.
