What Causes Tender Breasts When Not Pregnant?

Hi, i have very tender breasts for about two weeks out of a month. I have previously been to a doctor but she indicated that there was nothing wrong. Can hormones affect your breasts? I am not pregnant. I have had children and I explain the pain as when breast milk comes in.
My age is 34, 170cm and 64kg. I am a healthy woman.
