What Causes Tender Breasts While On HCG Diet?

I am on the implanon birth control but I have recently started the hcg diet and I have had really tender breasts, heart burn and bloating. Could this be an affect of the HCG (last time I was on it I didnt have this issue) or should I be worried about something else
