What Causes Tender Red Blotches On The Legs?

About three or four weeks ago I developed severe pain and stiffness in the neck accompanied with migraines. Through the weeks the neck pains have somewhat subsided, but the migraines have continued. About a week ago, my scrotum has become swollen and tender. The area behind my left testicles hurts and feels inflamed. I've experienced fevers varying from 99.7 through 101 and also pain in the ankle joints of both legs. Finally, today I've noticed red blotches that are somewhat tender running up my legs. I'm going to the hospital tomorrow, but what could this be?
