What Causes Testicles Redness With Penis Splotches And Spots?

Hi how's it going my testicles are red.my penis has two red splotches on the shaft and up and down shaft there are horizontal cracks that look like crows feet or wrinkle. Also for the past 6 days I have gotthese white discolored spots all over my penis there very small and flat they don't look like they have fluid in them, they kind of appear to be like the skin is discolored in those spots. They don't seem to want to go away. I went to the doctor and he prescribed doxycycline. My question is what could these ailments be what would cause them, might they be a side effect of the doxy? Any help doctor is deeply appreciated
