What Causes The Area Around The Eyes To Be Swollen And Skin Red?

Area around my eyes are swollen and the skin is red. It is not itchy but the area where my eyelashes are is itchy. I have also developed a slight rash (tiny bumps and tender when scratched) on my chest and the lower part of my neck. I've been tested for allergies (respiratory and food-both negative), thyroid (normal), taken antibiotics for what they thought was a sinus infection, X-ray of face (normal), vision is clear, no headaches, no discharge from eyes. It looks more like I have two black eyes.
