What Causes The Growth Of Facial Hair Around The Upper Neck?

Hi I ve been having facial hair mostly around the upper neck right under the jaw and I know it s hormonal because I didn t have it before. I was wondering if you could recommend anything to stop the hair growth and even out the scarring that s there because I pluck them
