What Causes The Occurrence Of Bluish Circular Patches On The Abdomen?

My Grandmother has blue circular patches on her stomach and thighs. They turn red and eventually disappear. They don't bother her in anyway however recently they have begun to appear more frequently. Do you have any suggestions about what this could be a symptom of and whether we should go see a doctor urgently?
