What Causes The Outbreak Of Red Spots With White Heads All Over The Body?

I have red spots breaking out all over my body with looks like white spots in the middle but no one seems to know what they are just keeps saying an inflammation infection they think and see if medicine will help get rid of them, well there not going away and there just breaking out more? what could this be?
