What Causes The Testicle To Move Up In The Scrotum After The Hernia Surgery?

My husband had hernia surgery in the groin area several years ago. Several months ago he experienced swelling that a doctor checked with a ultrasound and could not find a specific cause for fluid build up. This symptom has since abated, but his testicle opposite of the herniated area has moved up in the scrotum. it actually appears to have been pulled up by the hernia surgery. This causes extreme discomfort during sex. My husband does not really want to see another doctor. He did not think that he was given an explanation or a possible solution. The only thing that looks like a solution would be another surgery to allow the testicle to come down again. Does this make sense?
