What Causes The Thigh And Testicle Skin To Peel?

hi, the skin on my upper inner thigh on both sides are peeling(mostly left side). the skin turns white and then just peels off. there is no itch..the skin on my left testical is also going through the same thing and the skin on part of my penis is dry and peeling and the area involved is increasing. however there is hardly any itching. what should i do?
