What Causes Thigh Rashes With Itching And Dryness?

I have a dry itchy rashon my inner thigh right between my leg and vagina it is not on my vagina just my inner thigh. It looks almost grey with a thin red line on the outside of it kinda like a outline of a circle. It has now appeared on my other thigh...much smaller then the first one. I've had this for about 3weeks now and the other side started today. I have been putting desitin, bactiene and neosporine on it. And nothing has changed
