What Causes Tightness And Pain Around Shoulder And Biceps?

for the last 3 months or so my right shoulder feels like there is a very tight rubber band going from my bicepe to the top of my shoulder and when I move my arm forward the pain is very intense, like snaping the band across a corner of a table. it is mainly in my right but it is starting to feel it in my left.
