What Causes Tightness In Skin At The Head Of Penis Along With Small Cuts?

My husband got some small cuts on his penis but he went to his doctor and gave him some cream and it took away the cuts but the problem is that on top of his penis the skin is stretch way top of the penis and it hurts him a lot but I like to know why he suddenly got cuts and the stretching skin and it hurts and how he got it and he never had it before
