What Causes Tingling In Hands?

hello i have been having issues with my arms and legs about four yrs ago and now i have no energy and my body feels like jello with no strength. The first symptoms were in my hands and elbows i stated to the general physician that i have tingling in my hands and i can't stretch my arms back all the way it feels like something is pulling on them. One doctor said to get a ulnar nerve transposition done. So, I did that, symptoms still there. Than my legs started to act up, it feels like a stretch than never is stretched all the way. They finally started doing some MRI and found a arachnoid system in my lower lumbar area. Could that also cause my upper problem with arms? Than i started explain to a nuerologist that my memory and energy level has gone out the window. Last six months everyday i want to sleep like 12 to 14 hrs a day. Are these signs of MS?

I also got a MRI of the brain two yrs ago and they said everything was normal. A neurologist did nerve study test found nothing wrong. I really would like to know what is going on? My body does not gain muscle, i am an aircraft mechanic and some days from not even doing really anything my muscle cramp up and it feels like my muscles are trying to rip out of my skin because they can not breath. My legs and arms are not even close to the size they were four yrs ago. What should i do? and who should i recommend to base doctor to see?
