What Causes Tingling Sensation In Face?

i feel like my body is having trouble pushing blood to my head. My arteries in my neck feel restricted and sometimes it affects my hearing for a short time until my circulation seems to catch up. I also have a fairly constant face tingling at all times. What is going on?
