What Causes Tingling Sensation In The Limbs And Discharge From Site Of Plastic Surgery?

hello i was bitten by a dog round 4/5 weeks ago now I was in hospital for 4 days and had 2 plastic surgery opperations on my leg. I had my stitchs out a week tomorrow and was give some tape by the nurse at the hospital and advised one it came off to re-apply. I told the doctor at the hospital that I had started to feel a little funny and started to get a tingling/pins and needles sensation in my feet, legs, hands and stomach and he advised if it hadnt gone in a week to see the doctor. I have also noticed that a clear/slightly yellow liquid has been forming on the tape and 2 areas where there were stitches look wet and slightly yellow. What does this mean?
