What Causes Tiny Inflamed Red Marks Plus Bleeding On Arms?

Hello, I have these tiny scratch marks mostly on my arms. Sometimes they itch very deeply, and they are red and a little inflamed around the scratch its self. Here is my Q. lately these little cuts have started to bleed, allot ! and it takes a while for this tiny little wound to stop! Skin cancer runs in my family,(mom, aunt, grandmother.) but so does diabetes,(wounds that do not heal) So why all this excess bleeding?
