What Causes Tiny Painful Blisters On The Inner Thigh?

In the past two months I have experienced skin eruptions on my inner , upper thighs / groin area. The tiny pimples are painful, slightly itchy, but when scratched inflame surrounding skin - red and painful - about the size of 1/2 dollar. Any thoughts ?
